Evaluation and Scoring Criteria

Preliminary Evaluation

  1. Applications submitted to the Evaluation Committee undergo a preliminary evaluation for form and eligibility before being considered for technical scoring.

  2. During the preliminary evaluation, the committee reviews whether the applicant meets the specified application requirements, whether the application file is complete, and whether the project falls within the scope of the program.

  3. Applications found during the preliminary evaluation phase to not meet the requirements or to have incomplete documentation are rejected without proceeding to technical evaluation (scoring), and the relevant Unit is notified of this decision along with the justification.

Evaluation and Scoring Criteria

  1. Applications that pass the preliminary evaluation are ranked by the Evaluation Committee based on the total of the “Project Quality Score (PQS)” and the “Academic Competence Score (ACS).”

  2. PQS (Project Quality Score): Determined based on the quality of the project the researcher will work on, with priority given to externally funded and international projects, according to the scoring system in Appendix 1.

  3. ACS (Academic Competence Score): Calculated based on the applicant’s academic outputs and achievements, according to the scoring system in Appendix 1.

  4. The total score is obtained by adding the PQS and ACS scores. As a result of the evaluation, candidates who score at least 60 points for Science and Engineering fields and at least 50 points for Social Sciences and Humanities are included in the ranking.

Decision

  1. The Evaluation Committee ranks the researcher candidates based on their scores and submits a list of the highest-scoring candidates, within the available quota, to the Rector’s Office.

  2. The nomination of researcher candidates deemed eligible to apply to the Higher Education Council (YÖK) is finalized by a decision of the University Administrative Board (ÜYK) and the Rector’s approval.

  3. The applications of researchers whose candidacy has been finalized by a decision of the University Administrative Board are submitted to YÖK by the Rector’s Office via YÖKSİS at least 2 months prior to the researcher’s contract start date; the final decision is made by YÖK.

Commencement of Duty

  1. A standard contract, as determined by the Council of Higher Education, is signed between the university and the researcher, and the provisions of this contract apply to the researcher.

  2. After the postdoctoral researcher’s contract approval is reported to the Council of Higher Education (YÖK), the archive investigation process is initiated with the relevant Governor’s Office. The researcher is appointed to the position following a favorable outcome of the archive investigation.

  3. If the actual start date exceeds the date specified in the contract due to delays in the archive investigation process, a request is submitted to YÖK to revise the contract’s start date.

  4. Even if the contract start date is revised, the researcher must be within 7 (seven) years of completing their doctoral degree, medical/dental residency, or a degree of proficiency in the arts. Contracts for those who do not meet this condition will not be processed.

  5. A researcher who has been notified of the appointment decision must sign the contract and assume the position within 1 (one) month of the notification date at the latest.

  6. Except in cases of force majeure that can be proven with documentation, the appointment of a researcher who fails to assume the position within the specified timeframe will be revoked, and an alternate candidate may be called upon to fill the position.
